Phase 1: Foundation

This phase initiates the Grand County Master Plan update by centering community conversations and grounding the process in both local knowledge and data-driven analysis. Through in-person and online engagement, the project team will listen to residents’ experiences, values, and aspirations, while also examining existing conditions and emerging trends shaping the community today. Together, these conversations and analyses establish a shared understanding of what the community values, what is working well, and the collective vision that will guide the plan’s direction.

Phase 2: Visualizing Livability

This phase moves the Grand County Master Plan forward by turning community values and ideas into clear goals and choices for the future. Building on what we heard from residents and what the data shows, we will illustrate how shared priorities shape growth, conservation, and community character across the county. Through easy-to-understand maps, images, and scenarios, the community will be able to see how different choices affect real places.

Phase 3: Plan Development

Phase 3 brings the Grand County Master Plan together by turning months of community input and data analysis into a clear, actionable plan. This phase focuses on refining and finalizing goals, policies, and actions that reflect the county’s shared values and priorities, with community voices woven throughout. The draft plan will be shared for public review through the project website, public meetings, and open houses, giving residents a final opportunity to provide feedback and ensure the plan truly reflects Grand County before it is adopted.

Who is leading this project?
